AIS စနစ်တွင် ပါဝင်ရမည့် စံနှုန်းသတ်မှတ်ချက်များ (Performance Standard) ဆိုင်ရာ လမ်းညွှန်ချက် (Guidance)

 

နိဒါန်း

၁။      ပို့ဆောင်ရေးနှင့်ဆက်သွယ်ရေးဝန်ကြီးဌာန၏ ၂၀၂၀ ပြည့်နှစ်၊ ဇန်နဝါရီလ (၁၆) ရက် နေ့စွဲပါ အမိန့်ကြော်ငြာစာအအမှတ် (၂၈/၂၀၂၀) “မြန်မာ့ကမ်းရိုးတန်းနှင့် ပင်လယ်ပြင်သွား ရေယာဉ်များတွင် အလိုအလျောက် ခွဲခြားသိရှိနိုင်သည့် စနစ် (Automatic Identification System –AIS)” တပ်ဆင်အသုံးပြုခြင်းဆိုင်ရာ အမိန့်ကြော်ငြာစာ”အရ ရေကြောင်းပို့ဆောင်ရေး ညွှန်ကြားမှုဦးစီးဌာနသည် ဤလမ်းညွှန်ချက်အား ထုတ်ပြန်လိုက်သည်။

ရည်ရွယ်ချက်

၂။       ၁၉၇၄ ခုနှစ်၊  ပင်လယ်ပြင်၌ အသက်အန္တရာယ်ကင်းရှင်းရေးအတွက် အပြည်ပြည် ဆိုင်ရာ ကွန်ဗင်းရှင်း (International Convention for the Safety of Life at Sea (SOLAS), 1974 ၏ အခန်း ၅၊ စည်းမျဉ်း (၁၉) ၏ ပြဌာန်းချက်ပါ လိုအပ်ချက်များအရလည်းကောင်း၊ ရေကြောင်းအန္တရာယ်ကင်းရှင်းရေးနှင့် လုံခြုံရေး အတွက်လည်းကောင်း၊ သယံဇာတထိန်းသိမ်း စောင့်ရှောက်ရေးနှင့်ရေထုညစ်ညမ်းမှု တားဆီး ကာကွယ်ရေး တို့အတွက်လည်းကောင်း ရေယာဉ် များအား အလိုအလျောက် ခွဲခြားသိရှိနိုင်သည့် စနစ် Automatic Identification System (AIS) စနစ်တပ်ဆင်အသုံးပြုရန် ရည်ရွယ်သည်။

AIS စနစ်တပ်ဆင်အသုံးပြုရမည့် ရေယာဉ်များ

၃။      ဤလမ်းညွှန်ချက်အား မြန်မာနိုင်ငံအလံလွှင့်ထူထားသည့် GT 300 နှင့်အထက် အပြည်ပြည်ဆိုင်ရာ ခရီးစဉ်သွား ရေယာဉ်များ၊ GT 500 နှင့်အထက် မြန်မာ့ကမ်းရိုးတန်းသွား ရေယာဉ်များ၊ မြန်မာ့ကမ်းရိုးတန်းသွား ခရီးသည်တင်ရေယာဉ်များ အားလုံး၊ ကမ်းခြေမှ မိုင် ၂၀ ထက် ကျော်လွန်သွားလာသည့် 500 GT အောက် မြန်မာ့ကမ်းရိုးတန်းသွား ရေယာဉ်များ၊ 30 GT နှင့်အထက် ငါးဖမ်းရေယာဉ်များ၊ ကမ်းခြေမှ မိုင် ၂၀ အတွင်း သွားလာသည့် 50 GT နှင့်အထက် မြန်မာ့ကမ်းရိုးတန်းသွား ရေယာဉ်များ၊ 30 GT နှင့် အထက် ငါးဖမ်း ရေယာဉ်များ၊ အလျားပေ ၃၀ နှင့်အထက် ငါးဖမ်းရေယာဉ်များ၊ အလျား ၂၃ ပေနှင့်အထက် အပျော်စီး ရေယာဉ် များ၊ အလျား ၂၃ ပေအောက် အပျော်စီးရေယာဉ်ငယ်များ အားလုံးလိုက်နာရမည်။

AIS Class များ ခွဲခြားသတ်မှတ်ခြင်း

၄။      AIS စနစ်အား အောက်ပါအတိုင်း Class အမျိုးအစား ခွဲခြားသတ်မှတ်ထားရှိသည်-

(က)    Class A AIS

(ခ)     Class B AIS (SOTDMA)

(ဂ)     Class B AIS (CSTDMA)

(ဃ)    Class B Portable AIS/Transponder

AIS အမျိုးအစားများတွင် ပါဝင်ရမည့် စံနှုန်းသတ်မှတ်ချက်များ

၅။ AIS Class အမျိုးအစားအလိုက် ပါဝင်ရမည့် စံနှုန်းသတ်မှတ်ချက်များအား ပူးတွဲ (က) တွင် သတ်မှတ်ဖော်ပြထားရှိသည်။ အဆိုပါ စံနှုန်းသတ်မှတ်ချက်များသည် အပြည်ပြည်ဆိုင်ရာ အဖွဲ့အစည်းများမှ အခါအားလျော်စွာ ပြင်ဆင်သတ်မှတ်ချက်များနှင့် ကိုက်ညီရမည်။

၆။      AIS CLASS – A

The AIS Class – A shall must meet the performance standards drawn up by the International Maritime Organization in accordance with the International Convention for the Safety of Life at Sea (SOLAS) 1974 Chapter V, Regulation 19, section 2.4.5 and MSC74 (69)

၇။      AIS CLASS – B (SOTDMA)

The AIS Class – B (SOTDMA) shall comply with the recommendations as adopted by the International Maritime Organization (IMO) and with the following international standards:

  1. a) IEC 62287 as amended and subsequent versions (from time to time)
  2. b) ITU-R M 1371 as amended and subsequent versions (from time to time)
  3. c) AIS-B shall operate on SOTDMA technique and be interoperable and/or compatible with other brands of AIS transponders that conform to the same IMO, ITU and IEC specifications.
  4. d) The AIS Class – B (SOTDMA) shall be capable of transmitting message 18 for scheduled position reporting and message 24 for static data.
  5. e) The AIS Class – B (SOTDMA) shall be capable of receiving static, dynamic and voyage-related AIS messages sent by other AIS-A, AIS-B and Portable AIS Transponder.
  6. f) The AIS Class – B (SOTDMA) shall be provided with LED status indicators to show the operational status and any alarm indication.
  7. g) The AIS Class – B (SOTDMA) shall be provided with a distress alert button or similar arrangement. A pre-configured distress alert message shall include the vessel’s identity/ MMSI no. This requirement may be substituted by any other means.
  8. h) Output Power < 5 Watt

၈။      AIS CLASS – B (CSTDMA)

The AIS Class – B (CSTDMA) shall comply with the recommendations as adopted by the International Maritime Organization (IMO) and with the following international standards:

  1. a) (I) IEC 62287 as amended and subsequent versions (from time to time)

    (II) ITU-R M 1371 as amended and subsequent versions (from time to time)

  1. b) The AIS Class – B shall operate on CSTDMA technique and be inter-operable and/or compatible with other brands of AIS transponders that conform to the same IMO, ITU and IEC specifications.
  2. c) The AIS Class – B (CSTDMA) shall be capable of transmitting message 18 for scheduled position reporting and message 24 for static data.
  3. d) The AIS Class – B (CSTDMA) shall be capable of receiving static, dynamic and voyage-related AIS messages sent by other AIS-A, AIS-B and Portable AIS Transponder
  4. e) The AIS Class – B (CSTDMA) shall be provided with LED status indicators to show the operational status and any alarm indication.

၉။      Portable AIS Class-B/Transponder

  1. a) The portable AIS class – B/Transponder shall be supplied for rapid deployment on craft without suitable power source and those in which installation of the fixed mounted transponder is not possible.
  2. b) The portable AIS class – B/Transponder shall be provided with in a single IP67 (or better) housing that contains the VHF/GPS antenna, rechargeable battery and electronics for ease of deployment. It shall be able to withstand the harsh marine environment as it is likely to be mounted externally.
  3. c) The portable AIS class – B/Transponder supplied by the service provider shall run on its own internal re-chargeable battery that can last for at least 48 hours.
  4. d) A security feature to prevent/deter unauthorized removal of the transponder and renders the transponder inoperable when removed.
  5. e) Output Power < 2 Watt

AIS ပစ္စည်းကိရိယာ တင်သွင်းရောင်းချခြင်း၊ တပ်ဆင်ပေးခြင်းဆိုင်ရာ လုပ်ထုံးလုပ်နည်းနှင့် လိုက်နာရမည့် စည်းကမ်းချက်များ

၁၀။ AIS တင်သွင်းရောင်းချခြင်း၊ တပ်ဆင်ပေးခြင်းပြုလုပ်သူ (Service Provider) များသည် အပြည်ပြည်ဆိုင်ရာရေကြောင်းအဖွဲ့ (IMO) မှ ထုတ်ပြန်ထားသော သက်ဆိုင်ရာ AIS စနစ် စံနှုန်းသတ်မှတ်ချက်များ၊ ရေကြောင်းပို့ဆောင်ရေးညွှန်ကြားမှုဦးစီးဌာနမှ ထုတ်ပြန်ထားသည့် ပူးတွဲ (က) ပါ စံနှုန်းသတ်မှတ်ချက်များ (Performance Standard and Technical Specifications) နှင့် ကိုက်ညီမှုရှိသည့် ပစ္စည်းများကိုသာ တင်သွင်းရောင်းချမှု ပြုရမည်။

ရောင်းချမည့် AIS အမျိုးအစား တစ်ခုချင်းအလိုက် ရေကြောင်းပို့ဆောင်ရေးညွှန်ကြားမှုဦးစီးဌာနသို့ သတ်မှတ် ထားသော Application Form ဖြင့် Certificate of Approval လျှောက်ထား ရမည်။

၁၁။    AIS တင်သွင်းရောင်းချခြင်း၊ တပ်ဆင်ပေးခြင်းပြုလုပ်သူ (Service Provider) များ၊ ရေယာဉ် ပိုင်ရှင်များအနေဖြင့် AIS တပ်ဆင်ခြင်းနှင့်ပတ်သက်၍ အောက်ဖော်ပြပါ ဌာနခွဲတွင် လျှောက်ထား ဆောင်ရွက်နိုင်သည်။

၁၂။     AIS Class A အမျိုးအစားအတွက် အောက်ဖော်ပြပါ အပြည်ပြည်ဆိုင်ရာ စံနှုန်း သတ်မှတ်ချက်စစ်ဆေးသည့် Test Lab တစ်ခုခုတွင် စစ်ဆေးမှုခံယူထားပြီး အဆိုပါ Test Lab မှ ထုတ်ပေးသော Type Approval Certificate ရရှိထားပြီး ဖြစ်ရမည်။ အဆိုပါ Test Lab တစ်ခုခု မှ ထုတ်ပေးထားသည့် Type Approval Certificate  ရရှိပြီးမှသာ ဦးစီးဌာနအနေဖြင့် Certificate of Approval အား ထုတ်ပေးမည် ဖြစ်သည်။

          (က)    BSH (Federal Maritime and Hydrographic Agency)

          (ခ)     TUV SUD

          (ဂ)     Phoenix Test Lab Gmb

၁၃။    AIS Class B (SOTDMA), Class B (CSTDMA) နှင့် Portable AIS အမျိုးအစားများ အတွက် အောက်ဖော်ပြပါ အပြည်ပြည်ဆိုင်ရာစံနှုန်းသတ်မှတ်ချက်စစ်ဆေးသည့် Test Lab တစ်ခုခုတွင် စစ်ဆေးမှုခံယူပြီး အဆိုပါ Test Lab မှ ထုတ်ပေးထားသော Type Approval Certificate အား ပူးတွဲတင်ပြရမည်။

          (က)    BSH (Federal Maritime and Hydrographic Agency)

          (ခ)     TUV SUD

          (ဂ)     Phoenix Test Lab Gmb

          အကယ်၍ AIS Class B (SOTDMA), Class B (CSTDMA) နှင့် Portable AIS များ အတွက် အထက်ဖော်ပြပါ အပြည်ပြည်ဆိုင်ရာစံနှုန်းသတ်မှတ်ချက်စစ်ဆေးသည့် Test Lab တစ်ခုခုမှ ထုတ်ပေးသော Type Approval Certificate တင်ပြနိုင်ခြင်း မရှိပါက ဦးစီးဌာနတွင် စံနှုန်းသတ်မှတ်ချက် (Performance Standard) ပြည့်မီကြောင်း စစ်ဆေးမှု ခံယူပြီးမှသာ Type Approval Certificate ထုတ်ပေးမည် ဖြစ်သည်။

၁၄။    ရေယာဉ်ပေါ်တွင် တပ်ဆင်ထားသော AIS စနစ်အား စွမ်းဆောင်ရည် စစ်ဆေးခြင်း (Annual Performance Test) အား နှစ်စဉ် စစ်ဆေးမှု ခံယူရမည်။ စစ်‌ဆေးမှု ခံယူပြီး သတ်မှတ်ချက်များနှင့် ကိုက်ညီမှု ရှိပါက ဦးစီးဌာနမှ သက်တမ်း တစ်နှစ်ရှိ Annual Performance Test Certificate အား ထုတ်ပေးမည်။

၁၅။    ဦးစီးဌာနမှ AIS နှင့် ပတ်သက်၍ ထုတ်ပေးထားသော Certificate အားလုံး သက်တမ်း မကုန်ဆုံးမီ (၃) လအတွင်း ပြန်လည်စစ်ဆေးမှု ခံယူ၍ သက်တမ်းတိုး ဆောင်ရွက်ရမည်။

၁၄။    AIS တပ်ဆင်အသုံးပြုမည့် ရေယာဉ်အမျိုးအစားအလိုက် လိုအပ်သော IMO Number ၊ MMSI Number နှင့် DMA Registration ID တို့ကို ဌာနမှ သတ်မှတ်၍ AIS တွင် ထည့်သွင်း မှတ်ပုံတင်ထားရှိရမည်။

၁၆။    AIS တပ်ဆင်ထားသော ရေယာဉ်အသီးသီးအတွက် မှတ်ပုံတင်ထားရှိသည့် အချက် အလက်များကို ဦးစီးဌာန၏ ခွင့်ပြုချက်ဖြင့်သာ ပြောင်းလဲ ပြင်ဆင်ခြင်း ပြုရမည်။

၁၇။    AIS စနစ်ကိုဖြစ်စေ၊ ရေယာဉ်တစ်စီးမှ အခြားတစ်စီးသို့ ဖြစ်စေ ခွင့်ပြုချက်မဲ့ ပြောင်းလဲ ပြင်ဆင်ခြင်း မပြုရ။

၁၈။ AIS စနစ်ကိုဖြစ်စေ၊ ရေယာဉ်တစ်စီးမှ အခြားတစ်စီးသို့ ဖြစ်စေ ပြောင်းလဲတပ်ဆင်ခြင်း မပြုနိုင်ရန် လုံခြုံရေးစနစ် ထည့်သွင်းထားရှိရမည်။

၁၉။   ရေယာဉ်အမည် ပြောင်းလဲခြင်း၊ ရေယာဉ်ပိုင်ရှင်ပြောင်းလဲခြင်း၊ ရေယာဉ်နှင့် ပတ်သက် သော အတိုင်းအတာ ပြောင်းလဲခြင်း စသည်တို့ ပြုလုပ်ပါက အဆိုပါ အချက်အလက်များအား ပြန်လည်ပြင်ဆင် ထည့်သွင်းနိုင်ရန် ဦးစီးဌာနသို့ (၇) ရက်ထက် နောက်မကျစေဘဲ သတင်း ပို့ရမည်။

၂၀။   AIS စနစ် တပ်ဆင်ထားသော ရေယာဉ်များအားလုံးသည် မလွှဲမရှောင်သာသည့် ဖြစ်စဉ် နှင့် ကိစ္စရပ်မှလွဲ၍ AIS စနစ်အား ၂၄ နာရီပတ်လုံး ဖွင့်လှစ်ထားရှိရမည်။

၂၁။ မည်သူမဆို AIS စနစ်ကိုဖြစ်စေ၊ ရေယာဉ်တစ်စီးမှ အခြားတစ်စီးသို့ ဖြစ်စေ ခွင့်ပြုချက်မဲ့ ပြောင်းလဲ တပ်ဆင်ခြင်း သို့မဟုတ် ပြင်ဆင်ခြင်း သို့မဟုတ် ဦးစီးဌာနက ထုတ်ပြန်ထားသော ဤလမ်းညွှန်ချက် (Guidance) အား လိုက်နာမှု မရှိခြင်းအား စစ်ဆေးတွေ့ရှိပါက တည်ဆဲ ဥပဒေအရ အရေးယူခြင်း ခံရမည်။

၂၂။ AIS ပစ္စည်းများအတွက် Type Approval လျှောက်ထားခြင်းနှင့် Certificate of Approval ထုတ်ပေးခြင်း၊ နှစ်စဉ် Annual Performance Test စစ်ဆေးခြင်း၊ Certificate of Compliance (Annual Performance Test Certificate) ထုတ်ပေးခြင်းနှင့် အမျိုးအစား ဒဏ်ကြေး သတ်မှတ်ချက်များအား အခါအားလျော်စွာ  ထုတ်ပြန်သွားမည် ဖြစ်သည်။
